Every tenderer’s return read onto one comparison, the adjustments proposed line by line, each decision recorded against the person who made it — and a tender analysis report written from those decisions and nothing else.
The report is assembled by fixed code, not by a language model — no model sits anywhere in the report path. A raw numeral cannot reach the page at all: every figure has to arrive quoted from a return, derived from figures that were, or marked as an estimate. And if any finding or adjustment is still undecided, no document is produced rather than one carrying a caveat. What no customer has done yet is issue one end to end from a live project.
